c6678 tftp boot problem

hi,all:

        I encountered a problem when using the ibl to load programs through tftp.

       in the server side(PC),when i donnot open the tftp server for a long time,the dsp will send a arp packets all the time.

     when i open the tftp server immediately  after turning on the board

    can anyone help me to solve this problem ?   and tell me why this problem happens?
