28075 程序下载到Flash后仿真状态可以运行,重新上电无法运行

各位高手:

tms320f28075, 程序下载到Flash后仿真状态可以运行,拔掉仿真器,重新上电无法运行,请问可能是什么问题导致的?非常感谢

1,用的是CCS7.1

2,确认boot引脚都是高电平

3,CMD文件如下:
