产品手册的两段话在我看来有矛盾，请大神解释。

第3页：Active bus-hold circuitry holds unused or undriven data inputs at a valid logic state. Use of pullup or pulldown resistors with the bus-hold circuitry is not recommended.

以上说明能悬空？

第17页：It is important that unused data inputs not be floating, as this can cause excessive internal leakage on the input CMOS structure. Make sure to tie any unused input and output ports directly to ground.

这话说明不能悬空？

没用到的data能否悬空，控制线是否可悬空？连接高阻态可视为悬空？
