上面两段话中我理解意思是一个要求上下拉电阻应不大于4.4 kΩ和2.0 kΩ,另一段要求上下拉电阻应为10 kΩ,这两段话是否相互矛盾?

2,这里就是指内部如果已经有下拉,现在要在外边再加一个下拉电阻以稳定下拉状态,则需要的阻值。
