请检查一下电源以及JTAG部分的引脚信号是否正确。
另外，有没有试过连连别的板子或使用其它仿真器？

仿真器出问题了吧。
检测仿真器电路、接口，
不行换一个仿真器试试，
还有仿真驱动看看是否正常。

感觉好像是仿真器的问题 不知楼主处理好了吗 不知是什么原因

接入仿真器后 看看设备管理里面有没有相关的设备出现 确保仿真器和驱动是否正确
在使用过程中 烧写flash时断电 死机插拔 带电插拔等会造成flash锁死
这个报错应该是MCU没有响应 你看看clkout有信号输出吗
