使用CCS4.2建立5509A的工程问题

用CCS4.2建立一个新的TMS320VC5509A的工程，可以不需要CMD文件吗？软件会不会自动分配的？我没有加入自己的cmd文件，编译没问题，但是下载不了。出现下面的错误，求大家帮忙。
