Cortex_M3_0: JTAG Communication Error: (Error -1170 @ 0x0) Unable to access the DAP. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK). (Emulation package 7.0.100.1) Cortex_M3_0: Failed to remove the debug state from the target before disconnecting. There may still be breakpoint op-codes embedded in program memory. It is recommended that you reset the emulator before you connect and reload your program before you continue debugging

感觉是旧的程序擦除不了，新写进去的程序在flash里不是从首地址开始的

看起来像是仿真器的问题，你试试重新插拔一下。
另外，你使用的是TI LaunchPad还是自己的板子？
