TMS470MF03107:CortexM3_0: File Loader: Memory write failed: Timed out waiting for target to halt while executing wr_pll.alg

When I use uinflash to flash a program into TMS470MF03107，an error occurred with indication:

"Can't Run Target CPU: (Error -1268 @ 0x3090001) Device is locked up in Hard Fault or in NMI. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK).
