(1)TMS470R1B1M microcontroller is stuck in the Busy interface during the program debugging, and the program cannot be downloaded. At present, two single-chip computers have the same problem. Phenomenon:
the working voltage and current of the circuit board are normal, the output signal of the crystal oscillator is normal, and the two reset pins are normal, but the program cannot be downloaded.
(2)With SEGGER J-Flash connection, prompt:
Could not detect CPU clock speed.Readback of test code download into RAM failed.
Failed to measure CPU clock frequency

1.This chip TMS470R1B1M is used for the first time.
2.This chip TMS470R1B1M has not been used in other projects. At first, you can successfully link MCU and download the code, but you can't download it after a period of use.
3.The device have proper OSC.

In order to illustrate the problem, it is tested with a new motherboard and a new MCU. The phenomenon is the same, that is, the program cannot be downloaded. As long as the MCU is new, you can download the program, but only for a while. The operating voltage and current of the motherboard are normal.
Everything is normal in the operation process, and there are no steps that may cause the MCU to stop working, because the motherboard and power supply are placed on the desktop, and they are not touched. They just click to download the program normally, and suddenly they cannot download it.

As we mentioned earlier, this is a very old device and we do not recommend to new design. The stock just for the design which had been already produced. Where did you get this project? Is it a new design or old?
Where did you buy these two devices?
The status of the thread link you posted related to this issue is resolved or resolved off line, you can reference it and try to see if it works. The reason maybe is the same or maybe not. But it is not your case, It is other people's. Our support is a remote debug, It is more like leading, other than giving. You have to do something, do some test by yourself, and share what you try to do and the related phenomenon, than we discuss it together. But you just repeat and repeat, again and again. You think the way to resolve the issue is we give you an answer directly and then the issue disappear. In the most of cases, that could not happen. That's not a way to resolve the issue.
In fact, the number of the devices, 2, is a very small numbers. It can not mean anything.
What have you do before these devices can not work? It just can not work 'suddenly'? What's the operation? How do you make it works normally? And vice versa?
