start voltage and stop voltage

I want to know what does "start power and stop power" mean ?

Actually , I find the introduction in datasheet is "The start voltage is defined as the input voltage needed to regulate the output within 1%. The stop voltage is defined as the input voltage at which the output drops by 5% or stops switching."

But I could not understand completely, So please help to answer questions if you know something about that, thx!
