你好，芯片连接测试是不是可以通过？
复位引脚一直低电平的话芯片是处于复位状态的，所以可能导致能够连接但是无法下载程序。
另外，芯片在下载程序的时候是严禁突然断电的，甚至电压、晶振的波动都有可能损坏芯片。建议下载程序的时候确保芯片供电稳定。

芯片连接测试成功，如您所说芯片一直处于复位状态，是否能对复位引脚做些什么操作使其恢复正常？

正常情况下芯片引脚就是高电位的，如果低电位的话要么是外部电路拉低的，可以尝试断开外部电路。要么引脚在芯片内部跟地短路了，这个没办法处理。
