The top part's nets are usually identified as signal_U and the bottom part's nets as signal_B. The inputs for the top are VCBn and for the bottom VCAn. Be sure there is not a confusion elsewhere in the schematic where VCBn inputs for the top are connected to a bottom device referenced signal.
Check the connection order. Generally BAT- should be connected first, then bottom up or in power groups or the top cell input for the part if voltages distribute well. If cell 15 is connected while something holds down BAT+ net on the board current could be forced through unexpected paths.
REGOUT of the upper part is shown as VCC_U_B. Be sure this is not confused with a BAT- referenced voltage.
VCC_U source is not apparent in the provided schematic segments. Be sure this is referenced to GND_U. I expect this is a 3.3V source since it is switched to TS1_U.
Also check the I2C input connections which should come from an optocoupler or isolator circuit, and the REGSRC for the upper device which should be a limited voltage with respect to GND_U.
